Chief Executive John Lee announced
the HKSAR Government’s First Five-Year Plan for Economic and Social Development
(2026–2030) and his fifth Policy Address on September 16, outlining measures to
strengthen Hong Kong’s competitiveness and expand cooperation across the GBA.
The strategy focuses on stronger
technological cooperation, improved infrastructure connectivity and closer
alignment of rules and mechanisms among the region’s cities.
“We will strengthen co-operation in
technological innovation, promote ‘hard connectivity’ in infrastructure, foster
‘soft connectivity’ by deepening the alignment of rules and mechanisms, and
achieve ‘connectivity of hearts’ among residents of the three places,” Lee
said.
Hong Kong will also accelerate
major cross-border transport projects, including the Northern Link and Hong
Kong-Shenzhen Western Rail Link, targeted for commissioning in 2034 and 2035
respectively.
On the green economy, the
government will expand cooperation with Guangdong in renewable energy, hydrogen
technology and sustainable aviation fuel (SAF). An SAF production base is being
developed in Dongguan, while Hong Kong plans to establish an SAF blending
facility to create an end-to-end supply chain.
The government targets SAF
accounting for 1% to 3% of fuel consumption for flights departing Hong Kong
International Airport by 2030.
Meanwhile, Hong Kong will continue
supporting green technology through its HK$400 million Green Tech Fund, while
strengthening cooperation in finance, culture, education, sports and tourism
across the GBA.
The initiatives are intended to
position the Greater Bay Area as a globally influential city cluster while
giving Hong Kong a stronger role in technological innovation, green development
and international economic cooperation. (*/red).
