HOHHOT, CHINA — Nestled on the vast Cilechuan Grassland, Hohhot hosted the fourth annual Green Computing Power (AI) Conference on August 22, 2026. Centered on synergy between computing power and clean energy, the event highlighted the region's rapid transformation into a major epicenter for China's artificial intelligence infrastructure, highlighted by new agreements signed with industry leaders including ByteDance and Cambricon.

As computing demand surges—driven by massive GPU clusters required for large-scale AI models—electricity costs have emerged as a make-or-break factor. In 2025 alone, China Mobile’s Hohhot Intelligent Computing Center spent nearly 290 million yuan on power, accounting for over 70% of its total operational expenses. Under China’s national "East Data West Computing" strategy, Hohhot's Horinger data center cluster has emerged as a key destination to offload high computing demands from energy-strapped eastern provinces.

Ideal Natural Climate: With an average annual temperature of 7°C, centers leverage over 200 days of direct outdoor air cooling annually, slashing cooling costs by more than 20%.

Low Power Tariffs: Electricity priced at roughly 0.36 yuan per kWh yields savings of up to 50 million yuan per year for large-scale GPU operations.

Direct Clean Energy Pipelines: Clean electricity generated by wind turbines and solar plants travels via dedicated power lines directly to server racks, pushing green energy usage past 80% across its current 150,000 P computing capacity.

Smart Grid Synergy: An innovative wind-solar-storage mechanism dynamically manages energy supply in milliseconds, using energy storage and flexible workload scheduling to stabilize power flow around the clock.

Eco-Efficiency Innovations: Waste heat recovery systems have driven Power Usage Effectiveness (PUE) down to 1.209, projecting annual savings of 10 million kWh of electricity and 150,000 tons of water at full operational capacity.

To date, Hohhot has attracted 62 computing center projects—including state telecom operators, 16 financial institutions, and tech giants like Huawei, ByteDance, and Kuaishou—supported by 45 local manufacturing enterprises. Under its newly unveiled action plan, the city aims to establish 10 "token factories" by 2028 capable of outputting 20 trillion tokens daily, turning natural prairie power into accessible, high-performance AI services.
